My AC is not cooling properly. It continues to run all day. I had freon added a couple of times before but every summer is the same reoccurence of improper cooling. Could you please help?

The ac unit was blowing out cold air yesterday but at some point last night I noticed it was getting hotter in the house I went outside and the unit was running but sounded a little funny I felt it and it was hot and the fan on top of the unit was not turning so I turned it off at the breaker box what does the proble sound like and cost.
